Jerome (Jerry) Palmer attended the State University of New York (SUNY), at Alfred, New York majoring in Business Management before entering the environmental remediation field. Mr. Palmer has over 30 years experience in environmental remediation and consulting on a variety of projects including USEPA Superfund NPL Remediation Sites and private sector projects. Mr. Palmer has managed projects involving site characterization and remediation by means of conventional waste removal and disposal as well as groundwater treatment and long term Operation, Maintenance and Monitoring. He has demonstrated the ability to efficiently perform diverse project functions, while emphasizing safe work practices in compliance with OSHA standards, client requirements, and industry best practices.

Mr. Palmer is a skillful project and personnel manger with excellent communication skills, fostering and maintaining good working relationships with clients, regulatory agencies, stakeholders and contractors. He has been involved with several major projects involving multiple entities working together to efficiently complete project objectives in a safe, cost effective and timely manner. Mr. Palmer is 40 hour OSHA HAZWOPER trained, Confined Space Entry Trained and has served as instructor for contractors with provision of both of these training courses, as well as Annual 8 Hour HAZWOPER refresher training. Additionally, he has had incident investigation, line supervisor, safety audit training, and “Bridge Lite Training” which is designed to train consultants to properly relate, communicate and manage third parties that are involved with environmental projects.

Mr. Palmer is experienced in preparation of work plans, operation and maintenance plans, sampling and analysis plans, health and safety plans, coordination of waste transportation and disposal (T&D) and general project reporting. Mr. Palmer has substantial hands-on experience working in hazardous conditions in a variety of capacities utilizing specialized training, many types and levels of personnel protective equipment, and various types of safety and air monitoring equipment to ensure worker safety and productivity. His broad field experience includes heavy equipment operation, oversight of drilling and well installation, many types of sampling activities (water, soil, drum, air), CSE for inspection, maintenance and waste removal, and operation and maintenance of water treatment and AS/SVE systems. He has also performed CQC/CQA on a variety of projects including the construction of waste management facility lining and capping systems for both active and inactive hazardous waste landfills and municipal solid waste landfills.
